THE CLERK’S WARD
By day, the scratching of pens on parchment fills the
air throughout the Clerk’s Ward. At night. when the
sages and scribes retreat to their personal dens, studies,
and libraries, the. Civic Festliall comes alive with
boisterous music and crowds looking for a good time.
Bureaucrats. scribes. sages. and scholars rule the
Clerk’s Ward by day. performing the behind-thescenes
work that keeps the city numing. Here, keeping
complete and accurate records is the passion and the
purpose, and this activity allows the other wards to
operate more or less smoothly. Laws, ownership deeds.
proof of citizenry. payments and debts, arrests, and
taxation—records °fall these transactions and more
are kept and maintained in the Clerk’s Ward.
In general, the Clerk’s Ward is the most tame and
peaceful section of Sigil. Some might even refer to
tile place as dull. But ifs the order and the dullness
that makes the area so good for what it does. After all.
itobody wants distractions that could lead to costly
mistakes when it comes to the records of the City of
The Hall of Records dominates the ward, and it
serves as the center of SION financial world. Once
controlled by the faction known as the Fated. the Hall
of Records is now the domain of the Order ofNlaster
Clerks and Scribes. In the aftermath of the Faction
War, taxes fell by the wayside. This situation worked
out well For a while, but then the masses began to
make noise about the fact that nothing was getting
done throughout the city. Without any funds. many of
the processes of government ground to a halt. So, the
Order called for a series of new taxes. with postings
that described exactly what the funds would be spent
to accomplish, and taxation was returned to Sigil. Most
think that the new taxes, reasonably inexpensive and
with full disclosure on spending. are much better than
the taxes In the days of the Fated. Still, there’s always
someone grumbling that taxes are too high.
The work of the flail of Records includes register.
ing merchants bills of credit, setting official exchange
rates For planar currency. registering property deeds
and discovery claims, revising tax rolls, and recording
defaults on debts. Records oFthe Court are also filed
here, and proclamations by various higher-tips of the
city are copied and posted for all to read.
Fine inns abound near the I fail of Records, since
everyone knows that money attracts more money. You
can also hire bodyguards. mercenaries, adventurers,
wizards. and even thieves at any tavern.
The Civic Festhall, another prominent feature of
the Clerk’s Ward. serves as a place of pleasure. entertainment.
and distractions from the usual problems
of the day. Every night. the Festhall puts on some kind
of show or performance, whether a concert. an opera,
or a play. ‘File Festhall also features a museum. an art
gallery, a tavern, and a wine shop. Programs at the
Festhall arc designed to show its patrons a good and
safe time, sometimes with a little culture thrown in.
The streets around the Festhall attract all kinds of
artistic businesses, featuring curiosities from across
the planes. These unusual artistic expressions sometimes
turn into fads that spread like wildfire through
the city. Most burn out as quickly as they sprang up,
but every once in a while a new flavor takes hold and
works its way into Sigil’s cultural consciousness.
